Clarification on Position Regarding the Copyright (Collective Management Organizations) 2025


20th March 2025, KUALA LUMPUR: We, the collective management organizations (CMOs) of the music industry—Music Authors’ Copyright Protection (MACP), Public Performance Malaysia (PPM) and Recording Performers Malaysia (RPM) would like to clarify recent reports published by Free Malaysia Today on March 20, 2025, titled “Music industry bodies oppose new copyright guidelines” and Dagang News on March 19, 2025, titled “MACP, PPM, RPM bantah garis panduan hak cipta baharu muzik dikeluarkan MyIPO”.

Contrary to the headlines of these articles, MACP, PPM and RPM do not oppose the Guidelines of Copyright (Collective Management Organization) 2025 (CMO Guidelines). Instead, we have raised concerns regarding the process of developing these guidelines. We fully respect and support the government’s efforts to enhance transparency and governance within the copyright industry. However, we emphasize the importance of comprehensive discussions with all relevant stakeholders before these guidelines are finalized and enforced. As key representatives of copyright holders, it is our responsibility to ensure that these guidelines align with the Copyright Act 1987, uphold international best practices, and do not negatively impact the collection and distribution of royalties for creators and rights holders.

Therefore, we urge the authorities to conduct open and constructive dialogue sessions with CMOs and other stakeholders to refine these guidelines in a way that benefits the music industry, copyright holders, and investors. We remain committed to working closely with the Intellectual Property Corporation of Malaysia (MyIPO) and the Ministry of Domestic Trade and Cost of Living (KPDN) to achieve a fair and effective regulatory framework.
